Singapore Food Agency (SFA) is a government statutory board dedicated to safeguarding food production. SFA licenses all establishments in food processing foundations, covering a wide range of industries, from pastry and bakery to dairy processing plants, noodles and pasta makers, and even surimi-based items production lines.
Licenses also extend to butcher or slaughterhouses and cold stores for meat or fishery storage. For those involved in retailing food, including restaurants, kiosks, cafes, groceries, food wagons, and catering services, licensing is overseen by the National Environment Agency (NEA).
Maintaining High Standards Through Grading
We take pride in maintaining high standards, and one way we achieve this is through our grading system. AVA conducts regular assessments, assigning grades “A,” “B,” “C,” or “D” based on food safety and cleanliness guidelines.
This annual evaluation encourages food companies to continuously improve, stay competitive, and produce safe and wholesome products. Consumers can easily verify the standards of their chosen food establishments, where a list of graded establishments is readily available.
Rigorous Inspection and Sampling
To ensure compliance and safety, we conduct regular inspections of all food processing establishments, cold room storage, and slaughterhouses. The frequency of these inspections varies depending on the establishment’s grade and compliance history, and they are often carried out unannounced to provide accurate assessments.
Additionally, laboratory analysis is conducted to verify adherence to Food Regulations, guaranteeing the quality of the food produced.
Legal Authority for Accountability
SFA possesses the legal power to take action against any licensee found in violation of licensing conditions or contravening provisions of the Wholesome Meat and Fish Act and the Sale of Food Act. SFA may suspend or revoke a license until satisfied with the necessary corrective actions. This ensures accountability and reinforces our commitment to food safety.
Licensing and Registration
In 2020, SFA licensed a limited number of establishments to handle food, including 1,450 food processing establishments, 188 cold stores, and 18 slaughterhouses. Alongside these establishments, there were 1,284 food storage warehouses registered, highlighting the substantial presence of food-related businesses in Singapore.
