In a market flooded with 99-year leasehold launches, The River Opus is doing something most developers can’t do anymore – offering a 999-year tenure. It’s a number that instantly makes people pay attention. The site has been around since 1877, and while the title is technically still leasehold, not freehold, that length puts it in a completely different category. For a lot of buyers, that almost-freehold feeling is the whole point.
There is also a story behind the land itself. This isn’t a blank site cleared for condos. It’s the former Valley Point and Fraser Suites Singapore at 491 River Valley Road, that familiar cluster of mall, office tower and serviced apartments that served the River Valley neighbourhood for years. The River Opus is its next chapter, a full redevelopment that turns a well-used mixed-use landmark into a primarily residential address.
The developers behind it are not small names. Frasers Property is leading in a 51:49 joint venture with Mitsubishi Estate. There is a sense of history here too – the location traces back to Fraser & Neave’s early manufacturing operations, so Frasers coming back to rebuild it feels full circle. Mitsubishi Estate adds international weight and a reputation for long-term asset thinking. Both parties have described it as a flagship collaboration.

What is actually being built? Early details point to around 407 private residences and sky villas across three blocks, ranging from 20 to 26 storeys. Crucially, it remains a mixed development. Along with the private homes, the master plan retains a 184-unit Fraser Suites serviced residence and a refreshed retail and dining podium. It’s meant to function as a small neighbourhood on its own, not just a tower of apartments.
If you’re expecting an immediate launch, this isn’t it. The timeline has been laid out quite transparently. Valley Point and Fraser Suites are slated to cease operations on 31 March 2027 to make way for redevelopment. The sales launch is targeted for sometime in 2027, with completion and TOP estimated around April 2031. It is a forward purchase in the truest sense, for buyers who are comfortable waiting for a longer runway.
That long runway ties directly back to why the tenure matters. On a daily basis, a 999-year lease lives exactly the same as a 99-year lease. But mentally, it shifts the conversation away from lease decay, which dominates almost every resale discussion in Singapore. Frasers has shared that early interest has come from buyers talking about intergenerational wealth – something to keep in the family, not just to live in for a few years.

The design has been entrusted to P&T Consultants, a firm known for practical, contemporary architecture. The direction so far is described as clean and understated rather than showy. With a generous site area of about 13,439.4 square metres, or roughly 144,662 square feet, there is enough breathing room for three blocks to sit comfortably without feeling overbuilt. The emphasis seems to be on proportion and longevity.
That sense of longevity is reinforced by the developer’s track record. Frasers Property has delivered over 23,000 residential units in Singapore, with recent projects like The Robertson Opus, The Orie, and Sky Eden@Bedok often cited as reference points. The common thread across those projects has been an focus on liveable planning, sensible construction standards, and finishes that appeal to both owner-occupiers and investors looking for staying power.
Put together, The River Opus is not being pitched as a speculative, high-turnover launch. It is being framed as an enduring address – a rare 999-year mixed-use redevelopment in the Core Central Region, built by two established developers on a site with real history. In a city where true long-hold opportunities are getting harder to find, that combination is why it is already being watched closely, even two years before its expected launch.
The River Opus Location

The River Opus is located at 491, 491A and 491B River Valley Road, on the former Valley Point and Fraser Suites Singapore site. It sits in District 10 along the Singapore River, on a plot of about 13,439.4 sqm with a history dating back to 1877. The tenure here is 999-year leasehold, which is extremely rare for a new launch in this part of the city.
In terms of positioning, the site fronts River Valley Road and backs onto the Singapore River itself. The development is planned as 3 blocks of 20 to 26 storeys, with the new riverfront promenade as part of the master plan. The address is often listed as District 10 / Tanglin in some portals and District 9 / River Valley in others, but officially it is marketed as a River Valley Road address within the Core Central Region.
For transport, the location is anchored by Great World MRT station on the Thomson-East Coast Line, described in the developer announcement as an eight-minute walk. The site also has direct road access to River Valley Road with links towards the Central Expressway and Ayer Rajah Expressway. Valley Point and Fraser Suites are scheduled to cease operations on 31 March 2027 to prepare for the redevelopment, with launch targeted for 2027 and completion around April 2031.

The River Opus Floor Plan

As of now, Frasers Property has not released the official floor plans for The River Opus, so everything is still based on early portal entries and developer announcements. What we do know is that the project is planned for around 400 to 417 units, including private residences and sky villas, across three blocks of 20 to 26 storeys. The unit mix hasn’t been locked in publicly, but the expectation across the official sites is a range of practical bedroom configurations aimed at both young professionals and families.
From the way Frasers has positioned its recent projects like The Robertson Opus and Sky Eden@Bedok, the focus is likely to be on efficient layouts with good natural light and usable space rather than overly large, hard-to-furnish areas. The mention of sky villas in the announcements suggests there will be larger, premium formats at the higher floors, probably with more expansive living areas and private outdoor space. Standard units are expected to prioritize smart space planning to suit high-density city living.
Until the developer brochure and e-brochure are out, buyers will need to check the latest site plan and stack analysis to really understand facing, privacy and outlook. The development is mixed-use with a retail podium and a 184-unit Fraser Suites component, so the residential blocks will be positioned above or behind that podium, with facilities and landscaped gardens in between. Once the official plans drop – expected closer to the 2027 launch – you’ll be able to see the exact layouts, bay window placements, balcony sizes and storage provisions for each type.
