What is Resale Levy?

Resale levy is in place to maintains a balance of subsidies for those who buy HDB public housing for the first time versus second timers by lowering the subsidy amount. If you have purchased a new Executive Condominium (EC), new HDB Flat direct from HDB (BTO, DBSS etc) or received a CPF housing grant for resale flat, you will need to pay this resale levy on your next home purchase.

Resale Levy is payable when

You bought your first flat direct from HDB or received CPF Housing grant, sold it after meeting the Minimum Occupation Period (MOP) and

  • buy another subsidised flat from HDB.
  • buy an EC direct from developer where the land sale fall on or after 9 December 2013.

 

Resale Levy is NOT Payable when

  • Buying private property
  • HDB resale flat
  • DBSS flat from developer
  • EC where the land sale launched before 9 december 2013

Resale Levy will be based on 90% of market valuation or resale price whichever was higher

* For 2 bedrooms flat owners that upgrade to bigger unit.

 

When to pay Resale Levy?

Resale levy is payable upon selling the first subsidised flat sold AFTER taking possession of the 2nd subsided flat. The Resale levy is deducted from the sale of the first subsidised flat. Any insufficient amount are payable by cash.

For those first subsidised flat BEFORE taking possession of next subsised flat, resale levy is payable in cash upon taking possessions of the 2nd subsidised flat.
